Strategic partnership
VDBC JV — EPC+F with Vanguard
A joint venture built to deliver engineering, procurement and construction together with the finance that makes the project possible.
The vehicle
Delivery and finance, arranged as one package.
VDBC JV is the Volls group's EPC+F joint venture with Vanguard. It exists to address a specific gap in our markets: projects that are technically sound and commercially needed, but that stall because the engineering contractor and the financing sit on opposite sides of the table.
Under an EPC+F structure, the joint venture brings both. The engineering, procurement and construction scope is defined by the same party that arranges the financing structure behind it — so the client receives one proposal, one schedule and one point of accountability instead of negotiating the two in sequence.
Volls contributes group engineering, procurement reach and in-country execution through its operating companies. Vanguard contributes the partnership's financing and structuring capability.

Why EPC+F
A financed package removes the gap between a decision and a start date.
Conventional EPC leaves the client to solve funding separately, often after the technical scope is fixed and the market has moved. EPC+F puts the two on the same timeline.
What the joint venture offers
Four commitments a client can hold us to.
One counterparty
A single contracting party for engineering, procurement, construction and the financing structure behind them.
Integrated financing
Funding structured with the scope rather than after it, so the commercial and technical cases are developed together.
Group execution
Delivery through Volls operating companies that hold the licences, people and supply relationships in the market concerned.
Local content
Workforce, subcontracting and compliance handled by an entity registered where the project is executed.
Scope
Where VDBC JV is directed.
- Energy infrastructure — facilities, processing and supporting systems
- Industrial plant and associated civil, mechanical and electrical scope
- Brownfield upgrades on operating assets where downtime governs the programme
- Systems and controls packages engineered within the group
Engagement
How to approach the JV.
Enquiries are handled by the holding company. Send the scope, location and indicative programme, and we will confirm whether the joint venture is the right vehicle before either side commits resources.
